Review: Communication An Issue in Portland Police-Involved Shootings

An outside review of seven shootings by Portland police officers found the biggest problem was a breakdown in communications.

     The Los Angeles-based Office of Independent Review presented findings Wednesday to the city council. The study covered shootings between 2004 and 2010.

     The Oregonian reports the consultants recommend changes to address communication gaps, excessive delays in getting medical care to wounded suspects, the failure of AR-15 rifle operators to monitor radio talk, long waits to interview involved officers, and a reluctance by the training division to second-guess officers' actions.
