Ashland police and other agencies estimate they have spent at least $27,000 investigating the murder and providing extra patrols.
City managers are examining the cost and feasibility of installing lighting along the path where David Grubbs was killed, following the presentation of a petition submitted by friends of the young man.
Detectives have so far followed up more than 600 tips, talked to more than 300 people and reviewed hundreds of hours of video surveillance footage during the investigation.
